You should be able to create tokens by minting them. Only token owner will be able to mint. You can even disable minting for those who don’t choose to crank out tokens any more.Your Token could have Roles. Accounts with "MINTER" position can mint new tokens. Accounts with "ADMIN" position can include or clear away roles to minters or other admins
